Clone stamp tool source does not rotate

Clone stamp tool source does not rotate as expected.

Photoshop Version 24.7.0

Windows 10 Home - Fully up to date.

Select Clone stamp tool. Try to rotate using the relevant commands but the clone stamp does not do anything.

Would expect it to rotate so you can clone stamp in the preferred direction.

I can not replicate on Win11 running 24.7.0 release.

General advice for all things weird in Photoshop is to try with preference reset https://helpx.adobe.com/photoshop/using/preferences.html
