Clouds filter greyed out

I've tried a few suggestions on fixes for the Clouds filter being greyed out. Nothing has changed it. Any other suggestions out there?

What size in pixels is your image. Clouds will be greyed if more than 30000 on one side

Hi Holtz,

Could you please check which image mode you're working in by going to Image > Mode? Make sure that you're working in 8 bit mode and see if it helps.

nope, I am in 8 bit mode. did not work
