CMYK mode on PTS program looks different than preview when uploaded on another platform

Okay so here's my problem

I work on my design with RGB, then I later convert to CMYK.  (first image) The conversion however, doesn't show any changes in color on the computer screen. Later, i uploaded the file on my google drive (third image) and saw that in the preview the color looks drastically different compared to the CMYK mode viewed on PTS. 

 

I decided to start a brand new file starting with CMYK mode, (second image) and compare it to the uploaded preview on google drive. It still doesnt look the same.

 

So my question is,

1. when printed, what will the color be like, the preview on GGL drive or the display on PTS

2. If I start the file with CMYK, is the color in PTS the same as when printed

As @Earth Oliver replied, trust the CMYK preview in Photoshop over other apps that are not print/CMYK capable.

 

You can also use View > Proof Setup in Photoshop to preview the limited range of black and or white point simulations.

 

Will the image actually print as shown in Photoshop? That depends! Even if you are using the correct CMYK profile to convert to with a calibrated/profiled monitor in consistent viewing conditions, it all comes down to the print service provider's process control and whether they "accurately" align to the target conditions.

Windows does not preview CMYK files correctly. Only the image opened in Ps will preview correctly.

What is GGL and PTS? CMYK must (MUST) use the correct printer profile for the output press, or it will be incorrect.
