color color theme based on image

At one time I found a video that showed you how to create a color theme based on an image but I can't find that video? Can anyone help me out?

Do you mean something like this?

Or do you mean the Color Themes as in Photoshop > Preferences > Interface > Color Theme?

I found it. It was in indesign, not photoshop, sorry
