Advanced Photoshop user here with nearly a decade of experience.

Ps 22.1.1
MacOs Monterey 12.1
=> Use color dodge via brush or via layer.

=> Blending mode doesn't work as intended: a dark colour won't have a lower opacity, black won't give an invisible output,...
=> Somehow(?!) switching the blending mode on the brush to color burn while on a dodge layer will temporarily revert dodge to its core functionality when switching the brush blending mode back to normal.

I'm not able to reproduce. Color Dodge renders the same in 23.2.1 and older versions of Photoshop (tried CC 2019).

I drew a black line that runs parallel/next to your stroke, and set the layer to Color Dodge. It renders the same:

22.1.1 is an out of date version. If you're seeing something different with 23.2.1 - please post a PSD that renders incorrectly.

The client put everything in CMYK. Issue solved.
