color indexing a range of colors doesn't work

does anyone know a workaround for color indexing a range of colors in photoshop?

when i try to index a true rgb image with choosing a range of colors in the index custom mode , it allows you to pick the first color with the picker from your image, but it wont allow you to choose the last color to create the range.

appreciate anyones input

    Index color mode is limited to 256.

    Hello 

    the objective is to take a watercolor file with shades of colors to an index file with a few spot colors and some range colors between lightest and darkest range 

    it is a standard way to prepare files for printing for textiles

    this used to work in older versions but doesn't work now

    any thoughts?
