COlor picker not sampling correctly

My colour picker is producing a color that is darker than the sample ... I can't match the color. This is the same for brush tool, clone tool or when I copy a section of image - all shows up darker. I have no adjustment layer impacting this or blending mode. Would appreciate your help!

What are your settings for the Eyedrooper Tool?

 

Specifically sampling of the layers?

    I have 'All Layers'selected ... I have also tried 'Current Layer' but this didn't make a difference ...
