Colors are different across different files

Colors in this perticular file seem to be not working properly.

This is the color i want(#393839) and how it looks in the color tab:

but if i switch to this other file it looks like this:

Its very bright for some reason even if this is same color code and it only becomes normal if i merge the layers together, but i need the layers so that is not an option.

I checked that both files are RGB/8.

Whats going on here?

Do both image siles definitely have sRGB embedded?

    Please set the Status Bar to »Document Profile« and post screenshots that include the pertinent UI elements, not just snippets. 

    What are the two images’ Color Spaces? (RGB is not a Color Space.)
