i currently own an HP Chromebook and the photoshop software is not compatible with my laptop, is there anything i am able to do about it? (for example, an older version that i can download instead, and if so where to find it)

Unfortunately not.
Chromebooks run the Chrome operating system which can run Android apps from the Google Play Store and Chrome Web Store.
So you can only run the Adobe mobile apps for Android found on the Google Play Store such as Photoshop Express and Lightroom Mobile.
