Confused about Photoshop versions

This may seem a silly question but having received the email about photoshop I am trying to understand the different versions and the official site is totally useless!

I am on the photography plan and want to have versions of both Lightroom and Photoshop that don't use the cloud - ie I retain control of my photos on my desktop. I am clear about Lightroom but totally confused about Photoshop itself.

Could you please advise which is the latest desktop version of photoshop.

Thanks

Photoshop is simpler than Lightroom here. All versions of Photoshop are desktop apps, which run on your own computer.

All versions of Photoshop CC _can_ save photos to Creative Cloud OR to your own hard disks. Or a mixture. There are features, like Libraries and Typekit fonts, which rely on the cloud.
