Content Aware Fill PhotoshopCC 2019

Content aware fill has shown up in the edit menu before but most often won't appear. Maybe I'm missing something here but I cant get it to appear

    Like many feature in Photoshop features have dependencies.  Without and Active Selection Content aware fill workspace will not be available it will be grayed out in the edit menu. The may  be additional restrictions like Smart object  layer will not be supported or an addition layer with fill content will be added to your document.  How would Content aware fill work on text layers and adjustments layers.
