Contextual Task Bar grayed out in window menu

In PS 24.5 the Contextural Task Bar is not visible. It is listed in the 'Window' menu, but is grayed out. I have not found any advise as to how to fix this.

    I have a document open and Contextual Task bar is checked in the Window menu even restarted photoshop  v 26.0.0 on mac OS Sequoia ...it was there before i updated most recently and i didnt use it much so turne it on while in a new photo open and did selection, did text and couldnt get it to show up anywhere on either monitor(looked all over for it besides photoshop working window..it just doesnt come up anymore...not greyed out or anything...just wont open up to use...help please?
