Copy and Paste an Entire Layer - Within SAME Document

I am trying to copy and paste an entire layer to a new blank layer - within the SAME document - so I don't have to re-create each page from scratch (each page just needs a few minor edits).  I'm Selecting All, and then dragging it up to my new layer - but it's not working!  Any help would be super appreciated!

    Select all the layers you want.Press ctrl+G to make a group and then ctrl+J to duplicate.

    The OP did say 'layer' singular, but it was not making a lot of sense.  Let's see if we can get Ernie0920 back for an update?

    Ernie, can you tell us if you are sorted, or if not, give us some more information about your issue?

    It sounds like you are over complicating it.  Ctrl j (Cmd j) copies any layer, which as far as I can tell, is the same thing as what you describe.

    To Duplicate by dragging you can select the Layer in the Layers panel (not CMD-A, just click on the layer) and drag it to the New Layer icon. You can also either use the menu item Layer/Duplicate or just right-click on the layer in the Layers Panel and select Duplicate from the contextual menu.

    To copy and paste, select the layer and copy (CMD-A, CMD-C), then select the new blank layer and paste (CMD-V). Dragging it won't work in this case.
