Copy css photoshop

There is no option of css copy on my layers please help I want to convert psd to html and similarly css3ps extension is not working as well please help

Using Photoshop 6 version 13

Are you using a perpetual license? If so the feature is apparently not available to you.

If so, then why css3ps extension is also not working so what's the solution?

Using a current version of Photoshop maybe?
