COPY MERGED NOT WORKING

hello , i have been using photoshop today and the copy merged tool is greyed out when it should not be. is this some kind of new bug?

yes i have multiple layer and all of them are selected bt it wont let me post screenshots

Do you have an active selection? Are there multiple layers in the file?
