Copy/Paste 1 Layer to Another

Is it possible to copy something in 1 layer to another, without the pasting creating a third layer all its own?

    You always, by definition, paste as a new layer.

    Then press Ctrl E to Merge Down (Layer > Merge Down). I hope this is a stock shortcut and not one I made myself, I honestly can't remember. But I use it all the time.

    When I copy a layer from another project into the current 1, edit, then merge down (the copied layer to the current 1), something odd happens. The image sequence seems to skip over a layer or 2 when scrolling through the layers, and even jump backwards. Often the layer that was combined stays visible (that eye icon is on) as i scroll down the layers.  I've tried it multiple times. Any idea what is happening when merging a copied layer from another project into the current 1?

    Please post meaningful screenshots including the Layers Panel to illustrate the issue.

    Not directly.

    But the merging of the third to the second Layer might possibly be automated (with an Action or a Script).

    Please elaborate on how and why you need this to work.

    You can with paths, but I don't think it's possible with a pixel based layer.
