Copy Paste at Same Place as basic setting

why is copy paste to the same position not a basic setting? and can it be set as a basic setting? I don't always want to have to enter the extra key command for it. almost everyone wants to have the copied annthe same place pasted, why hasn't this basic attitude changed for decades?

I suspect two reasons:

• Because many people don’t waste resources by copying but use New > Layer > Layer Via Copy (cmd-J) for composite content anyway

• Because not all people want to paste in place most of the time 

 

If Edit > Paste > Paste in Place does what you want you can assign the Shortcut (Edit > Keyboard Shortcuts) to that instead of Edit > Paste. 

I am not sure if there might be situations where Paste in Place might be unavailable while there is content in the clipboard; if there is one should be able to use a Script to make the distinction and assign the Shortcut to the Script, I guess.
