Copy via cut with CTRL + J on a selection does not working - Windows 10

Hello. I made an selection on a layer and i wanted to copy via cut with CRTL + J. The new layer was not made based on my selection. When i pressed CTRL + J only what i get was a copy of the entire layer. Thaks for help!
