I have a pretty good computer so there is no reason why i should be getting this kind of error is somebody knows how to fix this error I would really appreciate your help.

so far i have tried overriding the Physical memory, i have checked my performance setting, i have tried to use previous versions of photoshop and nothing seems to work.

Given everything that you have tried, this does sound like an odd issue.

I hate to make assumptions, but I assume you have uninstalled Photoshop using the supplied uninstaller, removed preferences, and reinstalled Photoshop.

Can you open Preferences (Ctrl K) and go to the Performance tab and see how much memory is allocated to Photoshop

Then go to the Scratch Disk tab and tell us how much free space you have in your primaryh scratch drive

OK, there shouldn't be any problems with those numbers.

Is this a stand alone machine? i.e. is it on a network? and do you have an Admin account?

I was going to suggest checking if the workspace files were read only, but I checked my own and they actually are read only.  There have been issues with Permissions in the past, but I think that was only on Mac systems.  You could at least check that these folder hierarchy does exist.  Try saving a file in those folders with Noteepad or similar, just to see if you can.  I'm not sure if that's going to prove anything though, as my folders are read only.

I can't help but think that is an Admin permissions issue.  Try running Photoshop from the following folder

C:\Program Files\Adobe\Adobe Photoshop 2021

Find the Photoshop.exe file, right click and chose Run as Administrator.

@davescm any ideas?
