Could not complete the Render Video command because of a program error ?
Now I can export > render Video > Adobe Media Encoder ..... but I can't Export image sequence (PNG)

This is a known issue in the current version of Photoshop. Adobe staff are aware.

In the meantime if you need PNG export you can re-install CC2017 from the desktop app (older versions can co-exist on the same PC) and use that when you need to render the PNG image sequence.
