Could not complete your request because of a program error

I was almost done with a project as a turned my pc into sleep mode while photoshop running.

When i came back everything was closed. When i opened my file the error: could not complete your request because of a program error, popped up. So i can not open the file i was working on but i can open all other files. I have tried changing preferences, restarting photoshop and my pc but nothing worked.

Error code: 2019:03:10 20:10:32 : e:\ps\ps20\win64_release\20190130.r.57\photoshop\main\photoshop\sources\ulinkmanager.cpp : 1751 : REQUIRE failed

    Hi Simmo29,

    Sorry that Photoshop CC is giving you an error message "Could not complete your request because of a program error" while you attempt to open a file.

    As per the error code, it seems that Photoshop is missing out on an important app component and returning this error.

    I'd recommend that you reinstall Photoshop CC from the Creative Cloud desktop application and let us know if that helps.
