"Could not complete your request because of a program error" When opening a file - Photoshop

I am trying to open Photoshop but when I do I get this message: 

Could not complete your request because of a program error.

 

If I click ok it goes but I then try to open a file and it can't do that either? Any ideas?

Hi there,

Sorry to hear about the program error, could you please let us know the version of Photoshop you're working on?

What file format are you trying to open in Photoshop? Also, where is the file stored local drive or external/network?

Have you tried resetting the preferences of Photoshop and see if it helps? https://helpx.adobe.com/photoshop/using/preferences.html

 

Note: Make sure that you back up all your custom presets, brushes & actions before restoring Photoshop's preferences. Migrate presets, actions, and settings
