"Could not complete your request because Photoshop does not recognize this type of file." PS CC won't open CR2 files

This is a new issue I just began having. When I attempt to open a CR2 file in Photoshop via Bridge, it gives me this error: Could not complete your request because Photoshop does not recognize this type of file. When I attempt to open a CR2 file through PS, those files are grayed out and unable to be selected. I have followed all previous advice I could find, including all the steps detailed here: Troubleshoot Camera Raw | Photoshop, Photoshop Elements

I uninstalled and reinstalled Photoshop. I removed the Camera Raw plug in, restarted my computer, and emptied my trash of it. I redownloaded Camera Raw from the site even though I have the cloud and it showed it's the current version. I downloaded the DNG Converter (11.0) and receive this error when attempting to convert: The source folder does not contain any supported camera raw files.

Camera Raw 11.0

MacOS High Sierra 10.13.6

Canon 5d

I'm downloading images with a card reader, not straight from my camera. It's the same process I used a week ago with no problem at all. Suggestions?

You have the original Canon 5D which was released in 2005? Or the Mark II, III or IV?

Camera Raw 11.0 is definitely capable of opening Raw files from any of those models.

Can you upload a sample CR2 file to Dropbox or similar and post a link so we can test it?

Sounds like you  are trying to point to individual images.

The DNG converter works at folder level, even for one image. Point to the folder containing your CR2 files and then the DNG converter will find them.

It's the Canon 5D. Here is a sample from the images I'm trying to open: Dropbox - test.CR2

And, yes, I pointed to a folder, not an individual file, when I attempted to convert.
