Creative Cloud is way whacked

Photoshop hangs - unable to launch at all. Deleted it from Applications (MacOS 11.5.2).

Quit Creative Cloud to attempt a re-install.

Creative Cloud thinks Photoshop is installed, and won't allow a re-download.

Try uninstalling and reinstalling it.

If uninstaller does not work use the Creative Cloud cleaner tool to remove all Adobe components and do a fresh reinstall.
