Crop not on toolbar, and greyed out in drop down.

Crop not on toolbar, and greyed out in drop down.

The Window Workspace is Default.

I've tried clicking the three dots to add crop and it does not add to toolbar.

If that doesn't work, please try resetting the preferences: https://helpx.adobe.com/photoshop/using/preferences.html#reset_preferences

The Image > Crop tool works when there is an active selection.
