Crop Tool Not Working > System Info

Hello, I am having trouble with Photoshop 2020 (latest version as of  December 2020).  The crop tool is not working at all. No crop border to adjust, whether you click on the artboard or off. Even then, it creates a 2nd artboard instead of cropping the existing one. So, the only solution is to use canvas settings and spend time tweaking it to pixel-perfect size.

I read the forum threads and see to uncheck the graphics card. It does, in fact, give me an error about my CPU. The trouble is that I just built this computer in Spring 2020 after Adobe products maxed out my last unit. 

Would you mind offering me guidance on what I need to upgrade?
