Crtle is now switching between tabs. How do I turn it off?

So straight out of nowhere, crtl is suddently swithcing between tabs, which makes saving and undo'ing very annoying. I dont even know how I turned it on because this has never happened in the 4 years I've been using photoshop. Is there a way to turn it off?

@KentheArtist not seeing the issue here with Photoshop 25.0 on Windows 10, have you tried manually resetting your Photoshop preferences
