Cs6 Preferences won't reset

I have tried resetting Photoshop 6 Extended preferences with Shift, Ctl, Alt and the preferences don't reset. I am using Windows 10 and when I press this series, the User Account Control dialogue pops up and asks me if I want this app to make changes to my computer. I click yes, and Photoshop just opens without the change preferences box. How can I fix this? Thanks.

You need to press Shift+Ctrl+Alt just after starting the actual launch of photoshop cs6 and keep holding the keys down until you see a dialog as below:
