Currently can't export from photoshop, home button not working and plugins greyed out...!

I have had an issue with exporting from photoshop on my mac for a while now. When I go to export it just say 'Could not complete the Export As command because of a program error' - both Export as and Quick export.. 
I've also noticed that the home button doesn't work (greyed out - and when I open the program it just opens, the pop up whether to open or new file doesn't happen) And 'plugins' is all greyed out. 

I have tried a new user (on mac) and photoshop works perfectly on this different user so there seems to be an issue with my user and the software together...! 
I have also tried everything I can find on every forum, including completely uninstalling and re-installing adobe creative cloud and still not working. 

Has anyone had and resolved this problem?
