Cursor jumps to 0,0 with mouse but it is ok with a pen

When painting/drawing with a mouse, the cursor jumps towards the top/left corner of the screen when I release the button.
If I use a pen/tablet then this problem does not occur.
Photoshop CC 21.1.0
Windows 10 (1909 / 18363.720)
Tablet is XP-PEN G640S
I still have PS 20.0.8 installed and this DOES NOT show the problem.


I've tried a few things - no change.
 
Restart Photoshop.
Removed/reconnected mouse.
Mouse is wireless - tried the adaptor in a different USB port.
Removed/reconnected tablet.
Rebooted without tablet.
Removed rulers.
Removed hardware acceleration.
Tried 8/16/32 bit files.

    Some progress with advice from another forum ..... Smoothing is linked to this problem.

    Smoothing at 0% - I get the problem
    Smoothing at >0%, the problem is gone.
     
    BUT: This only applies for the paintbrush.
    The Clone /Smudge tools still exhibit the problem - there is no smoothing setting 😞

    I have seen on another forum/adobe page   that this is a known issue in Photoshop.

    The recommendation is to go back to version 20.3 but I will stay with 21.x for the moment and set the smoothing to 1%

    are you using a laptop? What happens if you disable the touchpad?

    It isn't a laptop. It's a desktop PC with AMD processor and fairly old GPU card.

    have you tried a different mouse? There is a number possibilities it seems (googled: mouse cursor jumps to corner)
