Custom Extensions (CEP panels) not opening in CC2019

Hi

This is a bit of an annoying bug - or should I say undocumented feature?

Basically if you have bitten the bullet and  ventured beyound scripts to start developing your own custom panels - I seriously recommend you do btw because they give you so much power and control.  You will soon discover that they will not open if the welcome screen is visible they did before on cc2018.  - there are no error messages either. they simply don't open.

The remedy is to either switch off the welcome screen in preferences, or to open a document.  

note: to disable the welcome screen: Prefernces -> General -> Options -> check disable welcome screen

I put this issue and solution together to perhaps save others from hours of frustration.

Please #metoo this post if you have experienced this probem. Perhaps, Adobe will prioritise this as a bug in an upcoming release.
