Custom shape wont fill with color

Everytime I use the custom shape tool to make a shape the color I selected won't fill with the color I selected instead it'll outline the shape with that color while if I use the rectangle tool it'll be filled with that color. Does anyone know how to solve this? 

 

I am using Photoshop 2018 on a Dell desktop.

    Custom shape can be any shape what means shape inside can be empty, by the way. If you have set correctly options in the Options bar then try to reset tool or reset preferences.
