Deblurring license plate. I know its possible, i just lack the skills

Greetings all.

 Long story short, this guy caused me to fall off my bike and fled the scene. I have injuries and a bike that needs repairs, can’t work without it. I got the footage from a building nearby and took a snapshot of the car’s plate. The police is dragging their butts as usual so I’m trying to get all the pieces to the case myself.
I made out the letters at the top (PNN) and the first two (of four) numbers at the bottom (1 0 * *). I used a few paid software (like photoshop,AMPED FIVE etc) to enhance it to see more but no luck as I’m not skillful enough. Anyone with the skills to get this clear enough to make out everything would be highly appreciated. I just know its possible.
