Descaled layer loose the details

I created the Photoshop file with the size 1600*1050, I added multiple layers in this file like text, images, shapes, and masks. Now the file is complete and all good and the output is also great. Now I need to downscale the same file to a size of 850*315. So I created and new file with the new size and copies and pasted all the layers. Then I tried to downscale all the layers one by one to position them. When I did so all the layers were losing the detail. Even though they are smart objects they are losing the details. I am using the latest version of Photoshop. The images are especially bad with the details even though they are smart objects. Please help me.

Of course they lose details. Smart objects are displayed at the pixel dimensions of the master file containing them, although the contents of each smart object retain their full image data.

By moving your master file from 1600x1050 to 850x315,  you are using only 16% of the displayable pixels (so 84% of image data is no longer displayed). Some of that will be lost in cropping due to the different aspect ratios of the two sizes.

Is there a way, I can fix this? Somehow I need to bring the file to the new size, so that we can post it on the social media cover.

An image with 16% of the pixels simply cannot show the detail present in 100% of the pixels. If your image is pixel based i.e. photographic then you just need to make the best adjustments using the available pixels.
If your 'image' is actually graphical shapes (logos etc) then try creating it in a vector based application and using a vector image format for your banner.
