Im trying to set up digital art ive created in photoshop for ETSY as a digital download. It should be able to be printed at home/instore in any size without distorting the image. I am creating quotes and other digital art. I dont use/have illustrator yet because i mostly use photoshop for my photography editing and havent transitioned yet for digital art.

Any help is greatly apprecited !

Face it, bitmap/raster images are NOT scalable without causing distortion, pixelation, blur, fuzzy lines and other artifacts.   If you want truly scalable artwork, you must create vectors.  If you don't have Illustrator, use Inkscape.

No.   You can't convert an apple into an orange or vice versa.

Photoshop = rasters,

Illustrator = vectors

If you're unwilling to recreate your raster artwork in a vector graphics app, do what the stock image houses do.  Make rasters available in different sizes for different use cases.

As an example:

LG = 6000 x 4000 px.

MD = 3000 x 2000 px.

SM = 750 x 500 px.

It goes without saying, you cannot upsample from small to large.  But you can downsample from large to small without much quality loss.
