Disable clicking out of bounding box in Free Transform?

Using CC 2019

When using Free Transform I accidentally click outside the bounding box (usually when trying to rotate) and it accepts and applies the transformation.  In older versions you would press enter or hit the checkmark button to accept and apply the changes.  This newer method has been tripping me up and slowing down my workflow.

Is there a way to fix this in the options or is there something I can add to the PSUserConfig file?

Why not just hold down shift you can have the cursors off canvas even far away from the layer and Photoshop will even show you the rotation angle near the mouse cursor.   The mouse cursor is not captured in windows screen captures.  Its in the red rectangle area in this capture.

That is good to know!  Doesn't completely solve the problem, as it still slows my workflow, but is still good to know  Thank you!
