Does Photoshop use the 1T of storage purchased?

I'm trying to figure out if Photoshop uses the 1T of storage I purchased. ANd how to point to it. I understand LC doesn't use it.

You can use the 1TB of Creative Cloud storage however you wish.

When you save from Photoshop, you have the option to save to the Cloud as a PSDC (Photoshop Document Cloud).
