How do I download the Photoshop and light room software for iPad Pro 2017

Photoshop and Lightroom are desktop apps only. They require the OS X or macOS operating system.
The iPad Pad runs the iOS mobile operating system so you can only run the mobile versions of those apps on the iPad Pro. Keep in mind that software can only be downloaded to the iPad Pro via the Apple App Store.
