Drag and Drop between documents no longer working in Photoshop 21.2.1

The ability to Drag and drop between documents is now

very glitchy in the newest release of Photoshop 21.2.1.

99% of the time it just does not work and works 1% of the time with no difference in work flow or document.

It will work if one of the documents is undocked but this wastes time and shouldn't be necessary.
