Drag and Drop from Lightroom to Photoshop Frame tool CC2019

In Julieanne's blog on the new features of Photoshop she shows we can drag and drop from Lightroom Classic into a frame (new frame tool).  I have NO problem when drag and dropping from windows Explorer.  But I can't get it to work from Lightroom.  I get the "hand" handle and it shows the photo select and dragging into Photoshop but once it is over the work space (the frame) the handle changes to the "can't do" symbol.  Any thoughts?

Are you dragging to the Frame in the layers panel, or onto the document window with the Frame selected?  I actually can't tell you which is right as I don't use Lightroom.  I've tried dragging from Bridge though, and I _have_ to drag onto the Document Window with a pre-made Frame layer selected.  Dragging onto the layers panel results in a new document.

Note I get the + icon to indicate all is well

Actually I have tried both.  And yes I get the plus icon as well when I use Explorer (for example) but for Lightroom it changes once I hover over the layers panel or main workspace.
