Drag and Drop images to a PSD file not working

Hi,

A couple month ago maybe end of last year after an update Photoshop stopped receiving drag and dropped files.
I get a crossed out red circle like this: 

Also every time I run Photoshop it asks for "do you want to allow this app to make changes to your device?"

Before that it was fine. I use Photoshop for more than 20 years professionally never had this problem.

Just uninstalled/reinstalled PS without keepnig sennings still not fixed it.

I also use Illustrator After Effects day by day  and Indesign quite a bit no issues there only Photoshop.

Is there a solution for this yet? 
How can I contact official customer support btw?
