drag and drop not working

since the 2020 version drag and drop doesn't work for me anymore. how can i fix this misbehaviour of the program?

in 2019 version i was able to drag images from the explorer to an open document and it was placed as a smart object. that was convenient. but now this is a plague

Please provide information on your operating system and computer. My old MacPro with High Sierra is allowing drag and drop of .jpg, .heic, and .nef files just fine. All turn into smart objects (the raw file, of course, opened RAW first)

i am on windows 10. searching the web i found an entry from 2017 which mentioned a registry entry concerning EnableLUA which has to be set to 0. now it works, but since it did work in the previous version i still consider this as a bug in 2020.
