Drag and Drop stops functioning for all of Win 10 after dragging files into Photoshop 2019

After functioning normaly for a short amount of time, drag and drop will stop functioning in Photoshop 2019 after a period of time, when this occurs all of drag and drop stops functioning accross all of Win10  We've checked and varified that application is not running as administrator, the registry entry EnableLUA is set to 0 and   we've checked and disabled "skip transform when placing".   

 

Running Windows 10, fully updated

Photoshop 2019

 

Only way to resolve the issue is a full reboot of the computer, where upon reboot it functions for a breif period of time before breaking again.  Issue only occurs after dragging and dropping objects in Photoshop, unable to reproduce problem by dragging and dropping in other applications.

 

Uninstall/reinstall, issue persists.

No message, we will be able to successfully drop an image into another and then  attemempt to do so again and can no longer drag anything after selecting items, this is throught windows.
