Drop down menu boxes blank

Hello,
I'm having a problem every time I'm opening up photoshop now. When trying to view the blending options menu, it is nothing but completely blank. However, when I click anywhere in the blank box. I do get one of the options in the menu drop down list. With that said, After I have opened Photoshop, I notice my computer becomes very laggy and sluggish in response to my clicking.

Has anyone encountered this issue and was able to solve this? I have tried to uninstall and reinstall photoshop and it hasn't fixed the problem.

Please help!!
