Dual Screen causing lasso tool to malfunction

So when I have Photoshop opened on my second of two screens when I click using the lasso tool, it stretches out automatically, so I can't get an accurate selection.

Are both monitors plugged into the same graphics card?

 

Do you have "Override High DPI Scaling Behavior" enabled? https://helpx.adobe.com/photoshop/kb/high-dpi-scaling.html

The really strange thing is it works fine when I have photoshop open on my primary screen.
