Dual USB-C Monitors - CC Apps Freezing

Computer is a Laptop - Toshiba X20-C. USB-C to dual monitor dock.

Illustrator and Photoshop work fine on the Laptop Monitor.

- If the monitor is in the 'duplicate' mode, the apps work just fine.

- If the monitor is in 'extend' mode, the apps freeze and cannot be used.

Any secrets to getting extend mode to work with these apps?

This issue occurs with all CC apps. not sure moving the question was appropriate.
