Duplicating layer recreates filter

I'm having a frustrating problem that reduces my productivity to virtually zero with Photoshop CC. I apply a filter from a plugin like Luminar, On1 or a Macphun plugin to a layer. Works fine. Then, working with the same file, when I duplicate any layer it automatically applies the same filter. I can't keep that from happening, and it applies the filter to every layer in the file! I've tried restarting PS, rebooting, saving the file as a different file name, all without any solution. help!

What have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Could you please post screenshots with the pertinent Panels (Layers, History, Options Bar, …) visible?

Did you apply the Filter as a Smart Filter?
