DynamicLink Media Server not available (Photoshop 23.5.1 + Premiere 22.6.2 and Media encoder 22.6)

i find so many old topics to this issue. and every time the anwser was. please open an new ticket.
So here I am!

i use latestet win10 (21h2) with nvidia rtx2060s (hardware accerlation is active)
i get allways the error message "Der Befehl "Videoframes in Ebenen" konnte nicht verwendet werden, weil der DynamicLink Media Server nicht verfügbar ist." by import a video (mp4) in photoshop.

so please help me to solve the issue.
to fix the issue i deleled vlc, i remove in c:\program data and c:\user\*+*\appdata all folders of older versions folders of all creative cloud products also all folders with name dynamiclinkmanager. i deactived temporaliy win10 firewall.

maybe an important fact. the files are saved on a nas in the same local network

i use the chance of the relase of win11h2 to make a fresh clean install of the whole pc-system.
after that, the error is fixed!

nevertheless would be great if somebody from adobe could tell the reason for the issue and why the adobe creative cloud cleaner and a fresh install couldn't fix the issue.
a reinstall of a complete system with so many other apps & settings isn't practicable.

i mean 23.5.1 like in the first post not 22.6.2 (that's the wron number)

next step was, make the pc completly free from everthing from adobe and start with a new isntallation. first the creative cloud reove tool says, everthing is complety removed. but all adobe folders unter programs & program x86 commons and so on, was still there.

after install of only creativer cloud and photoshop i see the option of import video files in layer unter import. but the issue i back. so i believe is a bug of photoshop 22.6.2 and not of premiere or encoder, because these programm wasn't install at this try.
