Edit in Photoshop 21.2.2 as layers hangs up with "Load Layers" macOS High Sierra

When I try to go from Lightroom to Photoshop with multiple images and load as layers it will load two layers and then I see one layer as "Load Layers" ...and nothing happens even if I leave it for several hours.

I am using Photoshop 21.2.2 and just updated ACR and Lightroom Classic to the latest versions.

I am using a Mac mini running High Sirra with 16GB internal memory.

Any suggestions?
