Editing dollar bills

Saved a picture from Google of a collage of hundred dollar bills for a music video, but Photoshop won't even let me open the file. I see here that it will let me upload it on here, but not in the actual program, how asinine. If such a class of image was illegal why is it searchable and findable on Google (and uploadable here)? If that's not enough, there are licensable images of paper currency available for purchase... c'mon now

You will not be able to open this image in Photoshop. PS includes a counterfeit deterrence system (CDS) that prevents the use of the product to illegally duplicate banknotes.

Nothing is impossible, but i recommend following the application guidelines and do not use Photoshop to process such images.
